CESAER welcomes the European Commission’s proposal for a European Innovation Act, presented on 9 September, as an important step towards improving the conditions for research-based innovation in Europe.
The proposal includes measures on R&I procurement, intellectual property valuation and commercialisation, alongside a proposed Council Recommendation on regulatory sandboxes. These address several barriers highlighted by CESAER in its June 2025 position ‘Seizing Europe’s innovation moment: Empowering science and technology through the Innovation Act’, which called for stronger pathways from frontier research through testing, technological development and scale-up.
“The proposal is a welcome starting point. Europe now needs to make sure that these measures connect effectively with the wider research and innovation system. The real test will be whether researchers and innovators can move more easily from excellent science through testing, finance and procurement to deployment and impact,” said Mattias Björnmalm, Secretary General of CESAER.
CESAER’s existing recommendations also underline the importance of patient capital, talent, research and technology infrastructures, simplification and strong connections across European research and innovation instruments.
As the European Parliament and Council begin negotiations, CESAER will continue to contribute the experience of its Members and advocate for an ambitious, coherent approach across the full knowledge value chain.
