The universities of science & technology united within CESAER have published Key Messages on the Next Generation of EU Funding Instruments from 2021 to 2027.

Programmes such as the Ninth Framework Programme for Research and Innovation (Horizon Europe), Erasmus and the European Defence Programme have the potential to shape research, innovation and education for years to come, laying the foundation for Europe’s future as a globally leading knowledge society.

We call upon the European institutions to ensure these instruments achieve their maximum impact by implementing the following overall recommendations:

  • Align EU Funding Programmes with United Nations Sustainable Development Goals (UN SDG)
  • Promote and Safeguard Attractiveness for Third Countries
  • More Funding for Research, Innovation and Education
  • Ensure simplification, complementarity and synergies between instruments
  • Apply one set of rules for education and training

Our recommendations for the Horizon Europe are:

  • Excellence this should remain the guiding criterion for selection of projects
  • Ensure sufficient Budget for Priority 1 ‘Excellent and Open Science’
  • Implement Fast Track to Research and Innovation Actions (RIA)
  • Adequate funding allocation within European Innovation Council (EIC)

Our recommendations for the Erasmus Programme are:

  • Strengthen Centralised Actions in Key Action 2
  • Prioritise Open and Online Education Without Replacing Physical Mobility
  • Strengthen the Ethical Dimension

Our recommendations for the European Defence Programme are:

  • Open the programme to Dual Use Research
  • Implement a Civil Expert Group
